Import Ban on Trucks and Buses by Individuals to Take Effect in Kazakhstan from October 20

Changes in import regulations are expected to significantly impact Kazakhstan’s commercial transport market. Starting October 20, 2025, the import of trucks and buses will only be allowed for legal entities — companies operating in logistics, transportation, and automotive trade. This creates new opportunities for official dealers, distributors, and manufacturers who will be represented at Comtrux Astana.

According to the decision of the Eurasian Economic Commission (EEC), individuals will no longer be permitted to issue electronic vehicle passports (EVPS), pay recycling fees, or register trucks and buses in Kazakhstan.

The document clarifies the definition of “single vehicles imported by individuals for personal use.” The EEC and member states of the union agreed that “personal use” cannot be associated with business activities and made corresponding amendments to the Customs Union Technical Regulation “On the Safety of Wheeled Vehicles.”

According to Adilbek Bektibaev, Director of the Department of Industrial Policy at the Ministry of Industry and Construction of the Republic of Kazakhstan, starting October 20 individuals will be allowed to import only the following categories of vehicles:

• Passenger cars (except those specifically intended for medical purposes);

• Quad bikes, snowmobiles, ATVs, and other vehicles not designed for public roads;

• Motorcycles, mopeds, and scooters;

• Passenger vehicles with a capacity of up to 12 persons and trucks with a gross weight of up to 5 tons.

Thus, individuals will no longer be able to obtain SBKTS and EVPS certificates, pay recycling fees, or register vehicles in Kazakhstan that are not included in the approved list. The import of commercial vehicles — buses and trucks — will be permitted only for companies.

It should be recalled that since December 1, 2024, individuals have been allowed to import one new or used vehicle per year exclusively for personal use, without the right to use it for commercial purposes.

Experts note that the tightening of import rules may lead to increased demand for new trucks and buses from official dealers and manufacturers represented in the Kazakhstani market.
